Kenai Property Tax Records and the Borough System
The City of Kenai is located on the Kenai Peninsula and sits within Kenai Peninsula Borough (KPB). The borough is the primary property tax authority. It assesses all real and personal property, sets the base mill rate through the assembly, and collects taxes for the entire borough area, including the City of Kenai. The city may impose an additional mill rate on top of the borough rate for parcels inside city limits. This means your total Kenai property tax bill may include both a borough component and a city component, each applied to the same assessed value.
The Kenai Peninsula Borough is one of the largest assessing jurisdictions in Alaska. The borough covers more than 21,330 square miles, maintains 66,253 taxable real property parcels, and handles 4,865 personal property accounts. A staff of 19 manages the entire assessment operation. Kenai city parcels are part of that larger system. Your parcel gets the same assessment standards, the same January 1 lien date, and the same appeal rights as any other KPB property.
The KPB operates on a 5-year physical inspection cycle. Assessors visit each property within the borough at least once every five years. In between inspection years, values are updated using market data and sales analysis. Under AS 29.45.130, assessors may enter property at reasonable times for inspection. You can decline, but the assessor will then value based on what they can observe from the street. Errors from a street-only inspection are the owner's responsibility to correct during the appeal period.
Kenai Property Tax Records Online Search
The KPB Property Information Center at ak-kenai.manatron.com is the main online tool for Kenai property tax records. You can search by owner name, PIN (Property Identification Number), mailing address, or location address. Each result shows the PIN, property type, last update timestamp, mailing address, location address, and service area designation. The legal description ties the parcel to the official survey and plat system, which can include references to the Seward Meridian township and range system used throughout the borough.
The KPB Property Information Center at ak-kenai.manatron.com is the online search tool for Kenai property tax records.
Tax bill history is also available in the system. Each parcel record shows the tax year, net tax amount, total paid, any penalties or fees, interest charged, and the current amount due. This history is useful for verifying past payments or checking whether a property you are researching has outstanding balances.
The borough can also issue tax certificates for property transactions. These certificates confirm the tax payment status of a parcel and are often needed during real estate closings. Contact the KPB Property Tax Division at (907) 714-2304 to request a certificate. The Tax Division handles Kenai city parcels along with all other KPB property.
City of Kenai Official Resources
The City of Kenai's official website is at kenai.city. From there you can find city ordinances, council meeting records, and contact information for city departments. The city clerk can be reached at (907) 283-8227 for questions about city-level documents and services. Remember that property assessment and tax collection are borough functions, not city functions. For Kenai property tax records, the borough offices and portals are the right place to start.
The City of Kenai home page provides access to city services and contact information for local departments.
The city and the borough work in coordination on tax matters. The city sets its own overlay mill rate, but the borough handles the actual assessment, billing, and collection work. Property owners in Kenai deal with one bill that covers both rates.
Kenai Peninsula Borough Assessing Department
The KPB Assessing Department is led by Borough Assessor Adeena Wilcox. The department is located at 144 North Binkley Street, Soldotna, AK 99669. That is the borough seat. Even though the Assessing Department is in Soldotna, it handles all Kenai parcels. The main phone is (907) 714-2230. Fax is (907) 714-2393. The assessor's email is awilcox@kpb.us. You can also find the full department page at kpb.us/assessing-dept.
The department's core mission is to discover, list, and value all taxable property in the borough in a fair and uniform way in line with state law and borough code. It also administers tax exemption programs and maintains all property records, including ownership information, address data, assessed values, and legal descriptions. The assessment each year serves as the basis on which both borough and city tax is calculated for Kenai parcels.
Note: The assessment is the full and true value of the property as of January 1. Any changes to the property after that date, like new construction or demolition, apply to the following year's assessment, not the current one.
Kenai Property Tax Payments and Due Dates
KPB accepts property tax payments online 24 hours a day, 7 days a week through the borough's online payment system. Tax is due in two installments. The first half is due September 15. The second half is due November 15. You also have the option to pay the entire amount by October 15 in a single payment. Online payment is the most convenient option for most Kenai property owners and eliminates the risk of a mailed payment arriving late.
For questions about Kenai property tax bills, payments, or delinquent accounts, contact the KPB Property Tax Division at (907) 714-2304. The division's offices are at 144 North Binkley Street, Soldotna, AK 99669. A toll-free number within the borough is 1-800-478-4441. The general borough phone is (907) 262-4441. The KPB home page at kpb.us has direct links to the online payment portal and other borough services.
Kenai Property Tax Exemption Programs
The Kenai Peninsula Borough administers property tax exemptions for qualifying Kenai city property owners. The mandatory exemptions under AS 29.45.030 include the senior citizen exemption for owners age 65 or older who occupy the property as their primary home, and the disabled veteran exemption for veterans with a service-connected disability rating of at least 50%. Both exemptions cover up to $150,000 of assessed value. Applications go to the KPB Assessing Department by January 15 each year.
Optional exemptions under AS 29.45.050 may also be available depending on borough ordinance. These can include exemptions for personal property categories and primary residence value. The KPB Assessing Department page at kpb.us/assessing-dept lists current exemption programs and application deadlines. You can also find information on utility and road special assessment districts, which are separate from the general property tax but also administered by the borough. The state reimburses KPB for revenue lost to mandatory senior and disabled veteran exemptions.
How to Appeal a Kenai Property Tax Assessment
If your Kenai property tax assessment seems too high, call the KPB Assessing Department at (907) 714-2230 first. Staff can explain how your value was determined. If they find an error, they will issue a corrected notice giving you 30 days to file a formal appeal. Catching errors early at the informal review stage saves time and avoids a formal hearing.
If you proceed to a formal appeal, file it in writing with the KPB Board of Equalization within 30 days of your assessment notice. State your grounds clearly. Acceptable grounds include unequal valuation, excessive valuation, improper valuation, or under-valuation. The burden of proof rests with you as the property owner. Comparable sales data or an independent appraisal will strengthen your case. Under AS 29.45.200 and 29.45.210, a Board of Equalization decision can be taken to Superior Court and then to the Alaska Supreme Court. The full process is explained on the state's Property Assessments in Alaska page.
