The department currently notices and administers over 8,400 real property parcels and more than 700 business personal property accounts annually. By law, borough-wide physical reinspections take place every four years. In the years between physical inspections, the department uses market analysis and sales data to keep values current without a property visit.
Ketchikan Property Tax Assessment Timeline
The Ketchikan assessment cycle follows a standard Alaska schedule. All property status for valuation and taxation is determined as of January 1. Proration of taxes for partial years is not allowed under current law. If you buy a property on March 1, the prior owner's assessment as of January 1 still applies for that full year. Ketchikan Property Tax Exemptions
The Ketchikan Gateway Borough administers state-mandated exemptions for qualifying Ketchikan property owners. Senior citizens age 65 or older who own and occupy their primary residence may apply for the mandatory senior citizen exemption under AS 29.45.030. Veterans with a service-connected disability rating of 50% or more qualify for the disabled veteran exemption. Both of these mandatory programs are reimbursed by the state, so they do not cut into borough revenue the way optional exemptions might.
Optional exemptions under AS 29.45.050 may also apply to certain property types. These are adopted by borough ordinance and can include exemptions for personal property categories, business inventory, or primary residence value up to $75,000. Appealing a Ketchikan Property Tax Assessment
If you think your Ketchikan property was assessed at too high a value, you have the right to appeal. Start by calling the Assessment Department at (907) 228-6640. Staff can explain how the value was set. If they find an error, they will issue a corrected notice and give you 30 days from that date to file a formal appeal. Catching problems early in the informal review stage is the fastest path to a resolution.
If you need to file a formal appeal, it must be submitted in writing to the Ketchikan Gateway Borough Board of Equalization within 30 days of receiving your assessment notice. The appeal must state specific grounds. You cannot appeal the mill rate or your overall tax amount through this process. Only the assessed value is reviewable. Under AS 29.45.210, a board decision can be appealed to Superior Court, and from there to the Alaska Supreme Court. The burden of proof rests with the property owner. Comparable sales data or an independent appraisal will support your position at any hearing.
