Sitka Property Tax Records and the Unified Municipality

Sitka is one of the most distinctive taxing jurisdictions in Alaska. Its city charter fixes the property tax rate at exactly 6.00 mills per $1,000 of assessed value. That rate cannot change without a vote of the majority of Sitka residents. No borough assembly can raise or lower it on its own. This makes Sitka unlike most Alaska jurisdictions, where the assembly sets the mill rate annually as part of the budget process. The rate has stayed at 6.00 mills for every fiscal year going back to at least 2013.

There are also no overlapping property tax rates in Sitka. In many Alaska boroughs, a base borough rate applies to all parcels, but then service areas, city overlays, or special districts can stack additional mill rates on top. In Sitka, that does not happen. One rate covers all taxable property within the unified municipality. This keeps the tax calculation simple: assessed value multiplied by 0.006 equals the annual tax due.

The assessing department targets an assessment level of approximately 90% of full market value on average, based on ratio study results. In practice, this means the effective tax rate on a property's true market value works out to roughly 5.4 mills rather than the full 6.00, since the assessed value is set slightly below market. State law under AS 29.45.110 requires assessment at full and true value, and Sitka uses standardized ratio studies to track how close its assessments are to actual market conditions.

Sitka Business Personal Property Tax Records

The Sitka Assessing Department manages approximately 560 business personal property accounts. Every business operating in Sitka that has taxable personal property must file a Business Personal Property Declaration each year. The due date for declarations is February 18, received or postmarked by 4:00 PM. A late filing triggers a $100 penalty under City Code 4.35.055.

Businesses that file on time receive a $25,000 assessed value exemption under Alaska State Statute 29.45.050. This exemption does not apply to late filings. The declaration form is available in both Excel and Adobe PDF format from the assessing office or the city website. Completed forms can be mailed or delivered in person to the Assessor's Office at 100 Lincoln Street, or emailed to assessing@cityofsitka.org. If you email the form, request a delivery confirmation to establish the submission date. The department sends out Business Personal Property Declaration reminder notices each mid-December to give businesses time to prepare.

Business personal property includes equipment, machinery, furniture, computers, and other tangible assets used in the operation of a business. Unlike real property, which is tied to a physical location, personal property follows the business. Each item is listed and valued as of January 1 of the assessment year, the same lien date that applies to real property.

Sitka Property Inspections and Assessment Process

The Sitka Assessing Department handles over 4,800 properties in total across roughly 4,100 real property accounts and 560 business accounts. To keep values current, the department divides the borough into six sections and reinspects each section on a rotating schedule. The goal is to inspect at least 700 properties each year. Inspections happen year-round, Monday through Friday, between 9:00 a.m. and 5:00 p.m. The department posts announcements on the city website when a section is scheduled for inspection so owners know to expect a visit.

When an appraiser visits, they will knock first. If you ask them to leave, they will do so and value the property from the street using what they can see. Under AS 29.45.130, assessors have the legal right to inspect at reasonable times, but they cannot force entry. If a street-only inspection produces an inaccurate value, the owner is responsible for correcting that during the informal appeal period, which runs from March 15 to April 15 each year. Owners can contact the assessing office during that window to discuss the value before the assessment roll is finalized.

The department certifies the official assessment roll each year. That roll is the public record of all taxable property in Sitka, including each parcel's assessed value and owner information. Under AS 29.45.160, the assessment roll is available to anyone who wants to review it.

Sitka Property Tax Exemption Programs

Sitka offers several exemption programs that reduce assessed value and lower tax bills for qualifying property owners. The main programs match those required statewide under AS 29.45.030. Senior citizens age 65 or older who own and occupy a Sitka property as their primary residence can apply for the Senior Citizen Exemption. The form and instructions are available from the assessing office or the city website. A supplemental form may also be required depending on the owner's situation.

Veterans with a service-connected disability rating of 50% or more qualify for the Disabled Veteran Exemption on their primary residence. The Veteran Exempt Form is available on the Sitka Assessing Department page. Both exemptions cover up to $150,000 of assessed value and must be applied for annually by January 15. Nonprofit organizations using property for religious, charitable, hospital, or educational purposes may apply for a Non-Profit Property Tax Exemption using the form available on the city site.

The state reimburses Sitka for revenue lost to the mandatory senior and disabled veteran exemptions. Optional exemptions like the business personal property exemption ($25,000 for timely filers) are funded locally.
